Has any of you encountered this and how did you go solving it? We have Windows server 2003,  Service pack 2 and users who do not have administrative rights cannot login.

It does not make much sense to have all users with admin rights!!

what is your server 2003 role. for example: domain controller etc.

Go to control panel -> adminstrative tools -> Local security policy -> Look for the policy "Allow users to login as terminal services" and add the OU / users in there. This would fix if the error message "not allowed to login as locally" when login as non-admin users.
